The simple answer? It's not allowed! When the %DecPos() BIF came out I thought it would be great to allow handling the entire field's definitions dynamically in %Dec(). But the compiler wouldn't allow it. So it has very limited use.

It was quickly requested in these forums (and probably several others), but the restriction doesn't seem to have been lifted. Maybe Barbara can enlighten us as to why this is so and if there are plans to expand %Dec()'s capabilities.
