Even though SQL is not installed on a machine, the SQL runtime is always available.
If you write a small RPG program (or procedure within a service program) with embedded SQL using the SQL scalar function WEEK to determine the week in the way you described, compile it on a machine with SQL and transfer the compiled object, it will run.

this is not an easy task, first of all - weekday no 1 is in US sunday and in
most europe monday,
second 1. january could be week 52/53 in previous year it all depends on
what weekday 1. january
are
