Bet it has something to do with the fact that you are using a figurative
constant instead of a zero. The compiler takes it to mean character zero
instead of numeric zero.


Exactly; just like the docs say. It has always worked that way, even in RPG
II. And the length is imputed to be the same as what you are comparing
against. So when you compare *ZERO against a 0 byte character field, the
compiler compares it to '000000000'.
