As a SFL deals with global variables, using subprocedures is optional, as
is subroutines.

In this case you can a subprocedure with two parms and SQLRPG (embedded
SQL): the value of the screen value and the number of the LF to use.

In the subprocedure I would build an SQL statement and use that to retrieve
the records to fill the SFL.
