Any possibility that any of the procedures you are calling closes, or calls something that closes, the file in question?

I always like to only open a file if it's not already closed ... and set a flag indicating that I did so ... so I can conditionally close the file when I'm done.

Something like this ...

open file;
fileOpen = *on;
endif;

// do stuff

if fileOpen;
close file;
endif;
