Actually the origin of the error is "AND QECMNT = 1", according to

If indeed the data in QECMNT is alphanumeric CHAR(40) in the form of
'xxxxxxxxx99:99:99yyyyyyzzzzzzzzz99:99:99', then the string can not be
CAST directly to numeric, at least because ':' is not valid for a
character representation of a number. A character representation of a
number must be composed of an optional sign indicator and decimal
separator, with nothing more than digits included; thousand separators,
nor any other separators are allowed.
Try removing that selection, and decide something more appropriate
for selection against that field; if even there is any intent to perform
selection on that field -- perhaps the wrong field was named.?
