Below I'm answering the question of "How do I call a program w/o a plist
in RPG-Free?" - which isn't exactly what you asked, but seemed like a
good starting point.

You can prototype a program:
D pgmName PR ExtPgm( 'PGMNAME' )
D parm1 3a
D parm2 12a
D parm2 129a

Then you can call it in free form as such:
pgmName( value1whichisparm1: value2: value3 );

This is just a basic example for calling an existing program that wasn't
defined with a Procedure Interface.
