And use it for RPG native I/O or external file descriptions?

Not going to happen unless you create the file once before compiling the
RPG program.

Note that if you're only using the file as an external data structure,
the only time the file needs to exist is when the program is compiled.
In other words, the file description is pull in at compile time not at
run time.

What exactly are you trying to accomplish?
