The problem is that the creep is too small per label.  There are 3
labels/row, 10 rows per 11" sheet.  The reduction is to about 65 lines per
sheet, which is a tempting path to pursue.  Seemingly one could just define
the output to be 65 lines/page and everything would be peachy keen.  In fact
its pretty close, but the creep is still there.

That makes sense that you've got a problem.  8 1/2 " page,  less 1" for
margins = 7 1/2 Inches (45 lines at 6 lines per inch).  45 lines / 10
labels = 4 1/2 lines per label.  I suppose you could adjust and print a 4
line label for the first set of 3, then a 5 line label for the next set of
3, then back to the 4 line label, etc...
