If        %trim($OptFctr) >= '0' And
         %trim($OptFctr) <= '9'

When $OptFctr = '03' this condition is true. Why?
$OptFctr is 2A.

Because you're comparing them as character strings, and x'F0F3' is greater than x'F040' and less than x'F940'.


If you want to compare them as numbers, use %int() instead of %trim()... for example:

  if        %int($OptFctr) >= 0 and
            %int($OptFctr) <= 9
