No.  I simply noted that the question was why does '03' fall between '0' and
'9'.  This implies he does not wish it to fall there.

A numeric comparison alone would give him the same result.  As all the
results below state, '03' is not the same as '3' or ' 3'.  I don't know why
'03' would not be wanted, I simply stated my opinion based on the question.

If he compared them as numeric then the condition would still be true. The
original email seems to suggest he wants it to actually be false.  For 
that
to occur he would have to do the numeric comparison and make sure the
substring of the first character was not '0'

Because you're comparing them as character strings, and x'F0F3' is greater 

than x'F040' and less than x'F940'.

If you want to compare them as numbers, use 
%int() instead of %trim()...  for example:

   if        %int($OptFctr) >= 0 and
             %int($OptFctr) <= 9
