I sympathise with your predicament, Richard.  Allow me to put a different
'spin' on things - in particular, from an RPG IV perspective.  (Ah - I'm
back on-topic!)

I teach iSeries programming and database courses.  One of our most popular
offerings is the RPG/400-to-RPGIV migration.   Of the many students I have
seen on this course, the majority are attending because they have to
support and maintain RPG IV code written by third parties - mainly
contractors/consultants.

So, in some ways, it is the freelance community that is providing a
stimulus for change - forcing the pace.

Personally, I find one of the most effective ways of introducing something
new within a community is by example.   Whilst co-workers may be hard to
persuade in discussion - and may regard enthusiasm with extreme caution -
they hate to think they are 'missing out' on some valuable secret.

Doesn't help in your situation, Richard.  Could you set the pace?
