The C library routines, and for that matter all IBM supplied bindable APIs,
are supplied in service programs which are bound to the PGM (or SRVPGM)
object at run time.  The binding directory QC2LE should be referenced when
creating your service program to allow the binder to locate the C routines.
See the API chapter in the redbook for details on C function usage and
compile instructions.
