Hi Scott,

So far you're safe! In 1956 they changed the definition of one second from a
fraction of the earth's rotation to a fraction of the earth's orbit around
the sun. In 1967 they changed it again and it is now based on the
non-radioactive caesium, 133Cs, whose atomic frequency had been fixed at
9192631770 Hz.

Which is to say that as recently as 1967 the definition of the second has
changed.

And there are those who would like it to change even further. Metric time!
100 seconds to the minute, 100 minutes to the hour and 10 am hours and 10 pm
hours per day. As one Australian put it:

"We inherited the current time system by default when settled in 1788. Do we
still sail in 1788 boats? Use 1788 muskets? Of course not! In the spirit of
reconciliation, Australians should lead the world in devising a logical
metric system for the benefit of all Australians - well... all those who can
count", said one bleary eyed source after the now infamous "NSW Super Big
Hands Out" sitting. "We should also give women the vote!", he added. When it
was pointed out that this Australia had already led the world on this matter
he muttered, "More press leaks... You can't trust no-one."

Check out http://www.acay.com.au/~price/ which has a pretty annoying Java
applet showing the current metric time vs conventional time.

Then there's Bill Collins's proposal at
http://www.billcollins.com.au/bc/mt/m_time1.htm
 which says there ought to be 20 hours per day, 100 minutes per hour and 20
seconds per minute.

So there are people out there trying to get you in trouble for
hardcoding!!<G>
