Not quite true.  In this case we don't need to modify the value, so we
can code it with either CONST or VALUE and the compiler will perform
the necessary conversions for us, up to the maximum size named on the
prototype (which is why I chose 30P 9 for the field size).

In some cases this still isn't enough and you need to know more about
the field, for example if trying to code the equivalent to %editc/w()
for V3R2 systems.  You just can't get there from here.

We'd both still love to see full operational descriptor support, but
it seems it isn't in Toronto's hands. :(  However, there are still
lots of cases where using VALUE or CONST lets us get by.
