Have you tried creating "binder language" source for your service
pgm, and using *PRV support?  I haven't actually tried adding new
procedures into the middle of a service program (I add them in the
end) but I believe that this'll solve your problem..

Binder language is quite simple (there are like 3 possible commands)
and you can read about it in the ILE Concepts book:
