On PUB400 (V7R5M0) this is a symbolic link to a file which does not exist (CPFA0A9), unless my profile does not have enough authority, which is possible on PUB400.

You may want to create this symbolic link with ADDLNK command. Note that ADDLNK allows creating the link even if the target file does not exist.
