The biggest reason I found this message via Google was faith. This faith
came from experience. I recently had a similar experience with product
options in which a directory became missing. The directory was originally
part of Management Central. Management Central is deprecated and the
removal of that caused another product to complain that a directory it
needed was missing. And, like Marc suggested, I simply rebuilt the
directory. As per IBM's direction though. In your case, you already had
the directory /tmp. However it was so full that the technique that IBM
uses to determine it's existence was flawed.
Others suggestions to remove, reinstall, and reapply the PTFs would work,
but only if you put on the fixing PTF too that I mentioned. Removing and
reinstalling, while fun and exciting, would not be necessary. Just
applying that PTF would work.
Some might suggest doing both cleaning out /tmp and applying the PTF. And
they aren't wrong.
Me? I would upgrade to a newer level of IBM i too.
