"ssh on ibm i" is just a different terminal interface into the same environment you get going into PASE from the green screen.

From within the bash shell,

*
attr foo​ will show you the attributes for the file foo​ in the current directory
*
attr foo CCSID=1208​ will change the CCSID attribute of foo​ accordingly
