Sshd on Unix logs to syslog. I know OS/400 has no syslog. I don't know if newer releases IBM i have this library call. I don't know whereto sshd on IBM i logs to. But this is the crucial thing to know.

Another option would be to call sshd "by hand", in debug mode, from a shell.

-d Debug mode. The server sends verbose debug output to standard
error, and does not put itself in the background. The server
also will not fork and will only process one connection. This
option is only intended for debugging for the server. Multiple
-d options increase the debugging level. Maximum is 3.

I hope this might lead you to a probable solution.
