After my rant (and spending an hour getting connected to ASMI), IBM responds with this document.

According to this document, I need only one other PTF (MF69880) which is already installed.
The document says the IPL can be "scheduled" and "full system restart is required".
Can I assume that's a PWRDWNSYS RESTART(*YES *FULL) IPLSRC(B) CONFIRM(N)

I would think IBM should have known exactly what I'm licensed for.
A standalone server, single partition, single processor, etc.
