You really have to be pouring over this to notice it but I noticed the
stuff at the bottom in the SCPF joblog. I opened up case TS014978593 about
this to find IBM's recommendation. They gave me options.
CHGFCNUSG to allow user 'qsys'
SETUSRBRM *ADMIN for 'qsys'
Then after you've done one of the above then
DSPFCNUSG FCNID(QIBM_Q1A*) OUTPUT(*PRINT)

I'm going with: SETUSRBRM USER(QSYS) USAGE(*ADMIN)
