Up until about 3 weeks ago, Netserver was starting automatically,
unattended, at IPL. Now, since 11/25/2023, it has failed weekly and needs
to be started manually.

The QSTRUP program has not changed. The almost last step of QSTRUP is a
SBMJOB command to submit "part 2" of our start up process. That was
changed.

The first step of QSTRUP is STRSBS SBSD(QSERVER). Further on down is
STRTCP, DLYJOB DLY(30), and STRHOSTSVR SERVER(*ALL). Then other commands,
then the submit of "part 2", then finally the start of spool writers.

I am assuming that Netserver starts under the STRHOSTSVR SERVER(*ALL)
command above. Is that assumption correct? I don't see where specifically
it is listed as a server that starts with that command, but there is
nothing else I see in QSTRUP that looks like it would start Netserver.

The only message I see is CPIB683 in *SYSOPR. It appears with Reason Code
5 and Return Code 3409.

IBM documentation says to check the Netserver settings in Navigator, which
I did. I have been told they are correct, even though the Primary IP on
the WINS Configuration tab does not exist. However, it has been incorrect
for some time, apparently and did not affect the start up.

Does anyone have any ideas on why all of a sudden this does not work at
IPL time? The only thing I can see is a timing based on other internet
posts about this. The funny thing is, if I run the ENDTCPSVR
SERVER(*NETSVR) and STRTCPSVR SERVER(*NETSVR) manually on green screen,
Netserver starts and initializes. However, I do receive CPIB687 with
Reason Code 1 and Return code 3435.

Does anyone else experience this or have any idea on where I'd look for
more information? We are on V7R3 and have last applied PTFs in September I
think, so nothing in terms of PTFs has changed.

I can put a job on the job scheduler to end and restart netserver outside
of the IPL. But that is a band-aid I feel and doesn't resolve the problem
as to why it is not starting at IPL all of a sudden.
