From documents on our IBM i license topics web site https://www.ibm.com/support/pages/ibm-i-license-topics you can see "Software Maintenance (SWMA) is required on the donor machine. Each software entitlement to be transferred must have SWMA coverage." If you are asking about the Service Extension (SE) that is needed to get support on certain releases (such as 7.3) that is on top of base SWMA, then no, it is not needed to perform a transfer. Just active base SWMA. Thanks...Dan
