It's very possible someone put some application restrictions in Navigator.

When the user uses STRQRY or STRDFU from a green screen command line, they
can open the file and view data without *ALLOBJ. This makes me think that
there is something running in the background to open the "Run SQL Scripts"
function that needs some higher object authority to run.
