When I get these weird problems I always start with the printer driver.
Many of my HP problems have been solved by installing the HP Universal Printer driver. This might even work for you assuming you're using PCL5 or 6.

Look at the 5250 printer session, under Preferences > Printer setup. I have 'Windows printer' at the top, 'Other' (not Default), and I selected the Windows printer that has the Universal driver. Mine happens to be USB, but the same thing works for network attached printers that I want my ACS to use as an IBM i printer.
