Summary: You may want to check that you are using iACS 1.1.9.1 or greater.
Detail:
I submitted website feedback at the main iACS website about it saying it
still needed a license. IBM was very responsive and updated the website at
https://www.ibm.com/support/pages/node/633843
and sent me this email:

We have made the following change and republished the page:
"Beginning with version 1.1.9.1 an IBM i Access Family license

no longer required to use the 5250 emulation and Data Transfer features."
