The only real reason I can think of is that DSPJRN is readable.
May not be an issue if you have a tool such as DBUJRN.

FTP maybe, but there are ways around that.

Personally I might suggest a recommendation to prefer packed over zoned.
But I don't think the difference is enough to mandate one or the other.

I'd concentrate on rules around DATE/TIMESTAMP, VARCHAR, NULL, and INTEGERS.
