There is little doubt in my mind that if somebody *actually needed* to serve web pages from a V2R3 box, or even a V2R2 box, a sufficiently motivated group of programmers could come up with a way to do it.
I would also say that they would have to reinvent several wheels in the process. And I don't have a particularly high opinion of programmers who reinvent wheels without a *really good* reason.
