Assuming all subsystems were ended, the system is in restricted state. My experience is that if you want to properly restart it, you will have to start the controlling subsystem (from QCTLSBSD system value). QCTL and QBASE IBM supplied subsystems, which can be used as controlling subsystems have an autostart job entry which will call the program from QSTRUPPGM system value. Calling it from outside this job might not be enough for all subsequent jobs to run properly. For instance, jobs submitted to any job queue attached to the controlling subsystem might not start. And, if you decide to start this controlling subsystem later, the autostart job will run and call a second time the program, with possible issues depending on its activity.
