No, this never was implemented, for reasons beyond me. Probably because the ssh guys never just recognized a lot of binary files being destroyed through early FTP clients *defaulting* to ASCII mode instead of binary. And blissfully being unaware/ignorant of non-ASCII platforms, they just didn't implement on-the-fly conversion.

I can't prove this but I bet this isn't far from reality. :-)

Yes. As told, you need to use iconv (not inconv), as outlined by other people answering your request.

Depending on your workflow, you also can use iconv as an API:
