For V7R4, I was missing PTF group SF99662-14, PTF SI77320.

That explains it.

V7R4 - hostname:2001 resolves to New Navigator.
V7R3 - hostname:2001 resolves to Old Navigator.

Is this expected behavior or is something not WAD?

Sadly this is incorrect. IBM Chose NOT to make New Nav the default. Use:

http://<name.or.ip.here>:2002/Navigator

to access new navigator.

I just noticed his APYPTF.
When I put on my group ptf's it was on a test lpar. After I
ordered them I loaded them into the same directory as my existing
ptf image catalogs from two weeks ago. Then I did the usual steps
to get the image catalog ready. Then I did INSPTF LICPGM((*ALL))
DEV(OPTVRT01)
INSTYP(*DLYALL) Notice *ALL instead of just one lpp.
Then I quiesed the system and IPL'd it. All was good.

You can see numerous LPP's mentioned in the group at:

Granted, there are no detailed instructions here.
Nor does the discussion on installing PTF groups at the Knowledge

Paul,
I had a similar result.

I ordered the PTF group for the HTTP server,
and loaded via 8-Install ptf package, the applied via
APYPTF 5770DG1 select(*ALL)

I put a tkt in with IBM, and they said I also needed to APYPTF
5770SS1 SELECT(SI76981).

after I applied that, I got to the signon screen.

I did a fix central request only for the four groups which were
different in group_ptf_currency. No extra individual ptf's were
ordered.

I was under the impression you were required to load a PTF to get
the new Navigator to respond to port 2001, did IBM just include it
as a
default?
