You actually need javaws. (FYI, you don't need the JDK for Java Web Start.
The issue is that Java Web start was deprecated by Oracle in Java SE 9, and
Semeru 11 does not come with Java Web Start. The open source community
filled the Java Web Start gap with Iced-Tea.)
All this means is that if you're looking for Java Web Start functionality
(ability to launch JNLP files from Download Director), stick with the Semeru
8 JRE. If you don't want to hassle with setting up Iced-Tea, then use the
MSI. (If you use the ZIP, you'll have to set up Iced-Tea manually).
After you install Semeru 8 with the MSI, you will have the JAVAWS file in
the /bin directory of your installation path.
