We use MPG , previously from Midrange Performance Group, now owned by HelpSystems.
It uses the collection data from collection services.
Using MPG, we were able to pinpoint / isolated all all performance issues, over the last 15 years.
From too much paging - needed more memory.
Disk bottleneck - 10k spinny drives too slow.
Etc.
