It has been a very long time since I had to IPL a machine that old, or
use a 3196, but I see two possibilities:
1) Stuck key. Could be any key. Tap them all several times. How could
it be any key? What if the keyboard is sending a keypress that OS/400
doesn't like and OS/400 is issuing some sort of error message that's
getting stuffed into the field? The normal diagnostic is to swap
keyboard/terminal - if the second unit fails the same way, then:
2) Failed twinax port/board/adapter/controller. The diagnostic here
would be to swap twinax adapters and see if the problem recurs.
