I was looking at
http://www-01.ibm.com/support/docview.wss?uid=nas8N1011043

<snip>
After checking the domain in Navigator properties, it was discovered that
it was a different domain set between the two LPARS. Once the nonworking
partition was changed to use the same domain as the working partition,
QNTC worked correctly.
</snip>

They are NOT talking about the domain set in CFGTCP,12
They are talking about the domain set in:
http://myibmilpar:2001
Network, Servers, TCP/IP Servers, Check "IBM i NetServer",
from the drop down at the top select Actions, Properties.
General tab. Domain name.
Compare lpars.
Click on Next Start and change the non working one to the working one.
Stop and restart NetServer
WRKLNK '/QNTC/GDSNT/*'
works fine now and I no longer get

CPDB053-Error exchanging security information for user ROB on network
server GDSNT.
The error class was 1, and the error code was 5.
