Could it be a case-sensitivity issue? What is the password level set at?

Yes, although I was not there to see it happen. Second level on the CPF1393:

But why would it work just fine for terminal sessions, and for sign-ons to our application's server, but not for JDBC?

Unless maybe there's something funky in the user's password, that our server can handle, but JDBC can't?
