Yes, look at the command CHGUSRPRF.

Yes, the standard answer is to have the CLP owned by a profile with
*SECADM authority and give *USE to *PUBLIC. This CLP would also do
something to log who ran it, and for what profile.

Typically, this clp is on a menu that the help desk uses: you don't want
to automatically enable any and all disabled profiles - they got
disabled for a reason. A reason your company should know about.

Imagine this contrived situation: a user is curious about this QSECOFR
profile she's heard about, and sets out to guess the password. After 5
tries, QSECOFR is disabled. Do you really want to auto-enable it and
let her keep trying?
