I tried starting the controlling subsystem, qsyswrk and qserver but getting 68268004000032FE error.

what am i missing?

Then you will need your TCP/IP Interfaces up and running to carry the traffic. Given SNA today rides on Enterprise Extenders (Preferred) or Anynet (NOT Preferred) that needs TCP/IP.
