If you write a UDF, yes.

Why not just give one of them a sign-on, and a menu with one option on
it: a command that enables one user profile. Have QSECOFR own it, and
USRPRF(*OWNER). Then anyone can do it with the proper sign-on. I
assume that security auditing is turned on, so the security officer
would have a record of who did what, when.
