Typo in my http SSL conf file was causing the Forbidden error.
Issue resolved.

The install works fine if non-SSL, only when SSL enabled do I get the Forbidden error.
I don't think IFS file share plays a role in this case.

Check the share permissions for the IFS. Not the directory or file permissions. Did you try to copy the file locally then running the install?
Some installers will decompress into the source directory and if the share is defined as read only, well it will not work.

Forbidden - by rule.
You do not have permission to access
/LEGASUITE/legasuitex/legasuiteclient.exe on this server.
I checked IFS permissions, public *RWX.
V7R1, Win7, IE11
Any thoughts from the group?
