I reread your post. Perhaps I failed to have patience earlier.

Are you to the point that you've already lost all TCP connection to your
IBM i?
Please explain how. It's important. There's a difference between "lan
temporarily dropped and failed to recover", "I accidentally varied the
line off." and "we need to change our IP address" We've all done stupid
things. In some, the IPL probably won't do you any good. It might help
you recover in others. I originally thought that maybe you needed to put
on a TCP/IP ptf or some such thing that needed an IPL. or a ENDTCP/STRTCP
combo, or some such thing.

For setting up a PC as the console make sure you use LAN Console and not
the deprecated direct connect. Even though that's still listed in STRSST.
I suspect that just gets missed when OS upgrades occur.

First use the steps I outlined earlier to determine your existing console
type:
STRSST
8. Work with service tools user IDs and Devices
3. Select console
Record "Current state of console tag"

Which one was it?
1. Twinaxial
2. Operations console(Direct)
3. Operations console(LAN)
4. Hardware management console(HMC)

If you have an HMC you do not want to switch from that. There may be
things on your system that require that, like multiple lpars and stuff.

Here's the steps from changing from Twinax to "3. Operations console(LAN)"

Changing from one console type to another
- Switching from one console type to another when the current console is
not operational
- Changing from a twinaxial console to an Operations Console local console
on a network (LAN)

The 7.1 instructions refer to the deprecated "IBM i Access for Windows".
You want to shy away from that for a number of reasons.
1 - It's dead and will not be enhanced. The 7.1 version will be it's last
version.
2 - It won't run on newer versions of PC OS.

Stick with the newer "IBM i Access Client Solutions".
