You are trying to retrieve the DDL associated with a given DDS physical
file I am assuming.

The simplest and easiest way to do this is to use Operations Navigator
which is part of Client Access. If it was not already installed, have
someone install it on your PC and make sure they include the Database
options.

You can then go in as Mark said in a GUI environment and display all the
tables in a schema and by right clicking can request that the DDL for the
table be generated. You might want to include the option to include short
names. It will open up a window with the DDL extracted form the database
that you can save or copy.

Indicates that this command still works in V7.2 (also it gave me stern
warnings about the maintenance window). It doesn't say what library it
would be in, or else I'd attempt to edit my library list, which is
something I have not done in a decade, but understand in theory. What am I
doing wrong?

If there is an alternative methodology to "script" a PF to a CREATE TABLE
statement, such as through PASE, I'm all ears. I'm actually much more
comfortable at the PASE shell prompt than the green screen.
