Well, I have a work around for now.

Since the vast majority of my transfers are initiated from the emulator toolbar, I just saved the default TTF request (PC5250$A.TTF) with the CCSID convert box checked.

If/When I save any of the transfers for future, they will obviously have that property and the ad-hocs have it by default now too.

Yes, I know 65535 is a poor choice for the system value but that is out of
my control.
