Debugging is the gentle art of letting go. Leave your preconceived
notions of what is and is not behind you. Look at the message and read
it as if you have started a new job at a new company and you have no
idea what is supposed to be where.

CPF4101 is saying that file CSUBINV4 is not found in your library list.
That message is 100% true - you've now confirmed that it is not in ANY
library on the system. The fact that your program can't find the file
named CSUBINV4 may not be the actual problem. The actual problem is
that a prerequisite job has not been run; that CSUBINV4 hasn't been
built yet. Or it might be that an entry in some control file is
incorrect and the CLP is trying to do an OVRDBF to the wrong file.

You've looked at the job log - that's exactly where to start. The job
log told you that file CSUBINV4 is missing. You've verified that it is
indeed not on the system. The next step in your quest: Why is CSUBINV4

But this CSUBINV4 is a CLLE and it DOES exist in a library in the lib

No, it is a file, and that file is not in your library list.
