Help is cursor sensitive.
Issue a command like dsplibl
The display will show up.
Place the cursor on dsplibl on top of screen and press F1.
You should then see the "help" portion.

No help at all would be a incorrectly loaded system.

What happens when you type dsplibl and press F4 ?
