This is responsive to your needs, from another point of view.

Faced with a similar problem I created an Intranet and publish there the various documents as HTML documents. In the end this proved a much nicer user experience with a negligible learning curve for users. After the first couple of reports, it also turned out to be a much easier programming experience for me.

This isn't a direct response to your situation, but I mention it because, for me, it did result in a paradigm shift and more modern presentation of data. As an introductory exercise and for my own education I did a little project on my web site.

Just a thought for grins, but I have a client with many overlays for
different forms (Order confirmation, Invoice, Credit, Purchase Order ...)
that will be sent as a PDF file via Fax or E-Mail or just print the PDF

Presently, I need to print the overlay and then attempt to align the
various fields with the overlay.

Is there a better mouse trap available?
Ideally, a tool that would let me bring the overlay up in a GUI editor and
then place the fields where needed, saving the result as a DDS PRTF.
