places I have checked show servers as started. System is at v5r4.

Is your Netserver ID disabled?

File Systems > File Shares then on the bottom, Manage Netserver Shares.
Once that window comes up, File > Disabled IDs or use the Person icon
with the yellow, triangular caution symbol.
