M36 is a true look a like of a System 36, hosted on a OS400 - like the Advanced 36-236 or 436

S36 Environment allows running 36 RPGII and Procedures within OS400 but it's not the M36.
I've taken a number of systems to the S36 Environment. There is a option of the OS that has to be loaded - it's free, but not installed on a default install.
The files look like the data in a Create Physical File with no DDS
You can have "data definitions" the 36 code can treat as an external view of the data (for query 36 and dfu)
It's a long story - but yes you can get there.
There are many on the list still running 36 code in the environment along with native code & files.

If I'm having Machine 36 Environment Programs and Flat Files can thet be
converted to RPGLE/DB2, can the data be migrated to DB2 files?
