OK. DBMON shows that the statements are "Extended Dynamic" but re-reading the document, I don't see where the meet the test case.

I'm going to try turning on the debugging at the ODBC driver level and see if that helps at all.

The operative phrase here is: "are not allowed in interactive SQL,
dynamic SQL, or when using the RUNSQLSTM command." Well, I am not using
either RUNSQLSTM or Interactive SQL. But how can I tell if the IVR is
running "dynamic SQL" through the ODBC driver?

What I would like to do is test this in SQuirreL and see if I can
recreate it so that I can submit an APAR to IBM (if it is broke) but I
don't know how to construct a similar scenario

It also appears that it doesn't like this syntax either: INSERT INTO
PASA802 VALUES(? , ? , ' ' , 0)

Gonna try the latest DB group and then see if I can figure out how
determine whether the IVR is using "dynamic SQL" (maybe DBMON can detect
it) . The weird thing is that most of these statements are very
similar, all executed by the same driver in the same manner so why just
a few would choke it is a bit of a mystery...
